That's this guy and this guy, see also this set with many more songs credited to the former.

My reasoning, which I won't repost in full here: http://forums.nesdev.com/viewtopic.php?f=12&t=13722

Basically, the short story is that there is tangible evidence that Anthrox's SNES work had involvement from Argonaut Software employees and I think their musician "The Doctor" was one of them. I'm tempted to try to contact Scharvona myself to see what he says about it, but... effort.

When I first heard the Anthrox tunes in the Hackpack posted up on Zophar's Domain many years ago, my immediate thought was "this sounds like Vortex". In other words, this wouldn't surprise me in the least :P but it would be great to have confirmed!

I did end up shooting him a message on Twitter asking him about it, but no response yet (and he only made a single tweet in 2015, responding to someone's question about the Buck Bumble soundtrack). There are probably better ways to reach him but I don't feel super compelled to start hounding the guy about his possible 20-year-old secret identity.
